This session will explore approaches to the Israeli-Palestinian conflict which are circulating but have yet, and may, in fact, never be adopted by official diplomacy, but which demonstrate where the cutting edges of peace making might be. Issues to be explored include: the internationalization of the Occupied Territories, an American or world mandate on the West Bank, NATO forces in the West Bank, return to negotiation with Arafat, inclusion of Hamas in formal negotiations, revival of the Saudi Peace Plan through the Beirut Arab Summit resolution and a heavier emphasis on the Quartet and its role.
